WLA Efficiencies Programmes
The West London Boroughs have been working together since 2006 to develop shared solutions to efficiencies. There are now several programmes of work underway. These programmes are supported by the West London Boroughs and their officers. Some are supported by funding from Capital Ambition.

Adults’ Services Improvement & Efficiency Programme
Programme initiated 2008/09
- To develop and deliver a collaborative programme of efficiencies across the sub-region
- To better manage the care market and achieve savings (while improving quality) in the provision of Home Care and residential care
- To manage cost rises demanded by the care market
- To develop an IT system to enable Boroughs to avoid unnecessary costs in the market and to allow greater collaboration

Children’s Services Improvement & Efficiency Programme
Programme initiated 2009/10
- To develop and deliver a collaborative programme of efficiencies across the sub-regional for Looked After Children (LAC)/Care Leavers and Children with Special Educational Needs
- To develop the provider market
- To build collaboration among the boroughs, to take inefficiencies out of the supply chain
- By using better shared data, negotiate with providers to deliver cashable and non-cashable savings

West London Passenger Transport Programme
Programme initiated 2010/11
- To develop a regional transport bureau to deliver efficiencies within current borough based transport services
- To improve current transport arrangements (for vulnerable adults, children with special needs, and also concessionary travel and taxi cards)

West London Property & Asset Management Programme
Programme initiated 2010/11
- To enable west London boroughs to realise efficiencies from a co-ordinated approach to managing property and built assets
- To deliver tangible benefits through collaborative work across west London and expand this to include more public bodies from both within and outside west London

West London Procurement Board & Hub
Programme initiated 2011/12
- To support and deliver joint procurement management for the West London Boroughs in key areas of purchasing
- To set up and operate the West London Procurement Board and Hub

West London Housing Partnership
A long standing programme originally focusing on housing need and now with a wider remit and increasingly working with other WLA programmes.
- To lobby for the interests of the West London boroughs on housing issues
- To develop collaborative working across the sub region and between boroughs, in order to create efficiencies through joint working.
- To improve provision of housing services in West London through sharing knowledge, expertise and resources
- To develop an excellent understanding of housing demand, needs and conditions across West London, and an understanding of how this impacts on wider strategic issues affecting local authorities

WLA Efficiencies & Improvement Network
Initiated 2010
- Provides opportunities for sharing experience, learning and good practice between boroughs in relation to business transformation, efficiencies and improvement initiatives
